Minutes of Board Meeting April 20, 2009

Present:  Board Members: Joe Bergen, Tom Cwik, Muriel Horacek, Scott Swanson

Scott called the meeting to order at 7:35 PM.

The minutes of the March 30th meeting were approved.

Financial report:  there are no dues in arrears.

Maintenance: 

--Most of the culvert repairs have been completed. 

--The solar powered irrigation control for Starlight Mesa Lane, as approved at the last Board meeting, is due to be delivered this week.

--The Board thanked Joe Bergen for working with the casual workers in planting a combined 100 plants, in accordance with the Hillside Maintenance Policy, on the hillside behind 5202 Starlight Mesa Lane, above the entrance to the pool, above upper Stardust and below Mariners View.  The Board is now awaiting approval from a resident to carry the mulch through that property to the hillside, in order to preserve those plants. 

--The Board approved by email vote to pay a premium of $750 for workmen’s compensation insurance to cover outside workers and repairmen, licensed or not, in accordance with the Davis-Stirling Act and the advice of the management company.

--Due to the expected mandatory 10% cutback of water consumption, the Board is in discussion with Mesa Water Co. as to how that applies to all our water meters

--Since water for common Mesa property is owned by Starlight Mesa Homeowners’ Association, the Board denied access by Mr. Miller of 5201 Starlight Mesa Lane to control timers on or near his property. 

--The Board approved an irrigation schedule for the hillside behind 5202 Starlight Mesa Lane of 30 minutes every four days due to new plants; behind 5201 Starlight Mesa Lane of 30 minutes every twenty days due to the high drought tolerance of established cape honeysuckle; behind 5203 Starlight Mesa Lane of 30 minutes every ten days due to new plants.

-- Letter will be sent to Mr. Miller advising him of previous two items.  Letter will also remind Mr. Miller of expert advice contained in Hillside Maintenance Policy advising against over-watering of hillsides and ask him to refrain from doing so.

--It was decided not to purchase a Stingl pool drain monitor, as approved at the last Board meeting, since the company could not guarantee that it would be incompliance with federal law because our pool has only one bottom drain.  Another pool company will meet with a Board member at our pool this week to discuss an alternative system which is currently approved by L. A. County. 

--Since Mesa Water charges over $90 per month per meter, whether we have used any water from a particular meter during that month or not, the Board approved linking the Starlane Drive irrigation system to the Diamond Point meter.

The next meeting will be at 7:30 PM on Monday, May 18, at the home of Scott Swanson, 211 Starlane Drive.
