Minutes of Board Meeting March 30, 2009

At the home of Muriel Horacek

Present:  Board Members: Joe Bergen, Tom Cwik, Muriel Horacek, John Kim, Scott  Swanson, and Web Master Glenn Cunningham

               Residents:  Bruce Miller, Sue and Bob Berta

In a separate room, counting the assessment ballots:  TMEI representatives:  Barbara and Jay Schellen

Scott called the meeting to order at 7:40 PM.

The February minutes were approved.

The Treasurer had nothing to report.

Maintenance:

--Joe Bergen reported that he and several casual workers planted approximately 90 drought tolerant, fire resistant and erosion control native plants around the Mesa in compliance with the new Hillside Maintenance Policy.  The highest concentration of planting was the top portion of the hillside entering the pool area and the hill behind 5202 Starlight Mesa Lane.  To complete the procedure, mulch will be placed around each plant. 

--The Board will ask permission for workers to pass through private property in order to put mulch around the new plants on the hillside behind 5202 Starlight Mesa Lane.  This would curtail labor costs.

--The Board approved the purchase of a Stingl pool drain monitor with alarm, in order to be in compliance with Virginia Graham Safety Act.

--Items covered under the present budget are the purchase of a new table for the gazebo, re-coating older tables around the pool, and replacing broken chairs with new ones.

--a bid of $3300 to repair concrete culverts behind 5201 Starlight Mesa Lane and near the pool entrance was received and approved.

--the purchase of a solar powered irrigation controller for the sprinklers at the playground and common Mesa property north and south of the playground was approved.  This new irrigation controller will allow the board to discontinue the use of a controller in a resident’s garage.  The board felt it to be prudent to have full access to all controllers due to the impending mandatory water rationing.

Barbara and Jay Schellen announced that 69 ballots were received, with the assessment for renovation of the pool house passing 41-25.  Three “in favor” ballots were not counted due to ballot irregularities. TMEI will send a statement to each resident, giving them the option of paying the full $960 by April 30th, or paying $242 in four installments due April 30th, June 15th, September 15th and November 15th.  The additional $8 will cover bookkeeping and mailing costs of statements. 

The next Board meeting will be held Monday, April 20 at the home of Tom Cwik.

The meeting was adjourned at 8:40 PM.
